The Roto-Rooter technician (Jonathon) wanted to charge $3700 to replace a hot water heater. He inspected the unit for about 30 seconds, and pointed to 3 or 4 parts that needed to be replaced, including the water input which he called 'broken'. After he left, I tested the water input and it worked just fine.

I called another plumber, referred by my neighbor, who charged my $1800 from the very beginning and was much more pleasant.

So they just hang up the phone on you, I asked information about cost and installation and told him he was the first one I contacted and he just hung up on me. Elite? Not so sure.
