The Bill Howe plumber, Michael Hoover, told me how to set up a time for the city of Encinitas water department to come and turn off the water (the main shut off valve was frozen) so he could do the work.I was amazed at the efficiency. Michael arrived 20 minutes before the city was due to arrive and prepped for the job. The city arrived on time, exercised the frozen valve, turned off the water and waited while Michael did the work. Then they turned the water back on. The entire time that the water was shut off was under 20 minutes.I am more than happy to share this good experience. Right now I am a pretty happy homeowner.
