Ask any IBEW member that receives work out a union hall, that signs a out of work book. Local 134 is contractor controlled. Local 134 has to many members and there is not enough work for all of them. Why this is true is because contractors complain there is not enough cheap labor so they allow massive amounts of apprentices into the program including minority quotas agreed with City of Chicago for $1 leases for building spaces for JATC school (West Side). Apprentices top out, the ones that don't play by the rules will be layed off first and most have to travel. The members that don't work through breaks and lunches, have saftey concerns or make waves are labeled as trouble. The members that illegally look for their own work and not referred by the local's bylaws referral system are the ones rewarded and are furloughed again illegally. This local considers 600-800 on the book as fully employed which forces this Local to be closed to travelers from better locals. The IO allows this over manning to force 134 members to travel and man work around the country and to man McCormick Place show calls. The Local brainwashes it's member to think they are better than many other local members. I know this to be fact as I am a 32 year member of this Local and experienced both sides of the fence.
